In order to promote the principles of sustainable development in the sensitive area of the Mediterranean Regions of the European Union (Spain, France, Greece, Italy, Portugal) deemed it advisable to join and create an International Non Governmental Organization, the Center of Euro-Mediterranean Regions for the Environment (MedRegion-Cepe). While in the initial period the focus was mainly on documentation and information dissemination activities, research activities in the fields of energy, environment, and sustainable development were initiated towards the end of 1982. The Committee of the Regions was created by the Maastricht Treaty in 1991. Europe's leaders were afraid that the EU was steaming ahead and leaving the public behind, and that is why they decided to set up a Committee to represent the local and regional authorities. They range from local and national to European and international.
