GENERAL GUIDE FOR ALL PARTNERS FOR THE IMPLEMENTATION OF THE HABITAT AGENDA - GENERAL GUIDE FOR ALL PARTNERS In a rapidly urbanizing and changing world, the sustainable development and management of human settlements is dependent on the principles of enablement, participation and partnerships involving a wide range of actors working together for the development of human settlements. United Nations Centre for Human Settlements - UNCHS(Habitat) is asked to provide assistance to partner groups to establish guidelines for national and local monitoring and evaluation of the implementation of the Habitat Agenda which was adopted during the second United Nations Conference on Human Settlements (Habitat II), held in Istanbul, Turkey, on 3-14 June 1996. Complementary to Agenda 21 with its mandate on improving the natural environment, the Habitat Agenda aims at improving the living environment.
