The Implementation of the New Energy Performance Directive for Buildings: a Challenge for the Member States

4 January 2006 is the deadline for compliance with the new European Directive on Energy Performance of buildings. This means that the member states must have a regulation in force with requirements on the integral energy performance of new and renovated buildings, on energy certification for all buildings when sold or rented out, inspection schemes for heating and cooling installations. Many European countries have already partial solutions to meet these requirements. However, a lot of work still remains to be done in most of them. Concerted European actions are preferable to develop common approaches whenever possible. The ENPER project has gathered already a lot of information on calculation procedures and legal measures in the various countries. It prepares also recommendations on how to improve convergence between national actions.
