What is Europan? Europan is directed at young architects and young professionals in related creative fields, less than forty years of age and from Europe. Europan is a call for ideas followed by implementations. Europan is a European architectural federation of national organizations, each of which organizes and manages an architectural competition followed by implementations launched simultaneously on a common theme and with common objectives. Rules and judging methods are identical in all the participating countries. The competitions are open, public, European and anonymous calls for ideas . Competitors can register freely in the country of their choice. A series of urban sites in European towns, accompanied by a programme brief, is proposed to competitors. It is from these sites that competitors must choose the one(s) on which they want to submit their project(s). Each entry must have two aspects. The first one is a strategic reflection project that responds to the problems the session is dealing with, in relation to the urban challenges, and the thematic orientations of the session, on the urban scale of the chosen site. The second aspect is an executable architectural project whose programme includes some housing on a clearly defined area of the site. In each country, a national jury judges the strategic reflection projects and the architectural projects on the sites in the country in question. On a European level, the Europan Scientific Committee makes a thematic and comparative analysis of the strategic reflection projects that have been selected by each national jury. Each of the national competitions has its own jury that designates winners and runners-up, to whom prizes are awarded. Prize-winning teams are then helped by the Europan organizers to secure commissions that will be implemented. Prize-winning proposals are exhibited and published. Each session offers the occasion for meetings organized between associates, organizers, town representatives, professionals, juries and competitors during European events such as the Forum of Sites, Towns and Juries Forum and the Forum of the Results. Europan creates opportunities for young architects - in the Netherlands and abroad, it mobilizes ideas, solutions, approaches and designs and contributes to the debate on architecture and urban design at a local, national and international level. By organizing a competition once every two years for real sites throughout Europe, municipalities and clients are brought into contact with the innovatory ideas that preoccupy the young generation of designers. Municipalities and/or clients make sites available and Europan organizes the competition. Europan is distinct from other competitions of ideas because the intention is that the winning plan is actually worked out and built. In the Netherlands, since the result of the first Europan competition in 1990, eight plans have been actualized. Furthermore many projects are at various stages of implementation and planning.
