To be sustainable, development must strike a balance between the economic, social and environmental objectives of society, in order to maximise well-being in the present, without compromising the ability of future generations to meet their needs. The European Union has already established an internal strategy for sustainable development . In endorsing this strategy, the Gφteborg European Council recognised, in June 2001, that the external dimension needed to be further developed. It also invited the Commission to consider the Union’s contribution to global sustainable development and to identify strategic components for a “Global Deal” at the Johannesburg World Summit on Sustainable Development in 2002.
